Organization of the functioning and development of the military education system is one of the most important functions of the military education department of the Main Personnel Directorate of the Ministry of Defense of the Russian Federation. The implementation of this function includes the following tasks:

determination of directions for improving the education system of the Ministry of Defense;

development, with the participation of interested central bodies of military command, of proposals for the creation, reorganization and liquidation of educational organizations of the Ministry of Defense;

coordination of the work of military command and control bodies on the management of military education;

organization of work on the development in the prescribed manner of federal state educational standards for the training of specialists with higher education and secondary vocational education for the Armed Forces;

ensuring the development of exemplary programs for the training of scientific and pedagogical personnel in the adjuncture of military educational institutions of higher education of the Ministry of Defense, etc.

In total, as of January 1, 2018, 14 military academies and 8 of their branches, the Military University, 12 higher military schools and the Military Institute of Physical Culture, as well as two secondary military educational institutions operate in the military education system of the Russian Ministry of Defense
(161st School of Technicians and 183rd Training Center).

As part of the development of the military education system and the rearmament of the Russian army, the Russian Defense Ministry pays special attention to the comprehensive modernization of the infrastructure and educational material base of military educational institutions.

This work is carried out on the basis of development programs for each military educational institution for the period up to 2020 approved by the Minister of Defense of the Russian Federation.

Programs include:

  • proactive delivery of modern weapons, military and special equipment to universities, as well as promising educational and training equipment;
  • building up the scientific potential of military educational institutions;
  • creation of an innovative material and technical base for carrying out research work in the field of defense and security of the state.

Modern information educational technologies are being actively introduced into the educational process.

According to the decision of the Minister of Defense of the Russian Federation, from September 1, 2016, the training of students and cadets has been conducted using electronic textbooks and teaching aids.

Each university has created electronic libraries, and the Russian Ministry of Defense has a single electronic digital educational resource. All universities are connected to federal and regional electronic libraries,
and also to the libraries of the leading universities of the country.

To prepare students and cadets, over 9 thousand electronic textbooks and teaching aids have been prepared, including more than 70 basic electronic textbooks in general disciplines, which provide general approaches to teaching simultaneously in all universities.

They are distinguished by modern ways of presenting information (3D modeling, interactive applications, video clips, etc.), the ability not only to study educational material, but also independently test their knowledge and skills.

New specialties related to the operation and use of military robotic systems and complexes with unmanned aerial vehicles, IT technologies and automated control systems, information protection and information security have been introduced into the military personnel training system.

In addition, on the basis of modern achievements in science and technology and taking into account the development of means of armed warfare, the training programs of universities in all high-tech specialties have been adjusted. To train officers for the operation and use of robotic systems, leading scientists and teachers of military universities have developed a new federal state educational standard for higher education in the specialty "Robotics for military and special purposes."

The universities of the Russian Ministry of Defense implement the updated federal state educational standards of higher education, taking into account modern achievements of military science and technology, advanced experience of troops (forces) gained during exercises and training, mobilization deployment of troops (forces), features of combat use and support of combat operations during special operations, including outside the Russian Federation. At the same time, military internships and practices of students and cadets are planned taking into account the timing of military training of troops (forces) in exercises and trainings.

To organize interaction between the military education management bodies of the defense ministries of the member states of the Commonwealth of Independent States, a Coordinating Committee on Military Education was formed under the Council of Defense Ministers of the CIS member states and a decision was made to create an Association of Higher Military Educational Institutions of the CIS member states.

With the opening of the Petrozavodsk Presidential Cadet School, the execution of the instruction of the President of the Russian Federation on the formation of a network of presidential cadet schools, covering all federal districts, has been completed. In total, 29 pre-university educational institutions are currently successfully functioning in the Russian Ministry of Defense.

In recent years, the Russian Ministry of Defense has paid special attention to attracting the most talented young people to military education and scientific activities.

For this purpose, schools for gifted children have been created (the IT-technology school at the Military Academy of Communications, the engineering school at the Air Force Academy, and the sports school at the Military Institute of Physical Culture). In the Moscow and Tula Suvorov military schools, scientific classes of the Suvorovites were created.

The first results of the schools' activities showed high motivation of students to develop their creative abilities and the formation of scientific interests, the involvement of students in research activities, taking into account the specifics of future professional activities.

It is planned to open a physics and mathematics school at the Strategic Missile Forces Military Academy and a school for gifted children at the ERA Military Innovative Technopolis in Anapa.

In addition to specialized schools for gifted children, all pre-university educational institutions of the Russian Ministry of Defense pay special attention to design and research activities in various areas of science and technology. Every year the festival of innovative scientific ideas “Start to Science” is held among the pupils and pupils. It is a kind of intellectual platform where children not only present their developments, but also defend them in front of a professional jury.

The material base of state corporations, research institutes and enterprises of the military-industrial complex is used to train Suvorovites.

To inform the public about the processes taking place in the military education system, the Ministry of Defense publishes a popular science journal "Bulletin of Military Education". It publishes normative legal documents, highlights the history of education, its current state and development prospects, discusses educational technologies, teaching methods and features of training military personnel.

Thus, the Russian Ministry of Defense has built a clear system of training personnel from pupil to officer, which allows, taking into account the latest achievements of science and technology, to train specialists for the operation and combat use of modern and advanced weapons and military equipment.

Further development of the military education system is aimed at ensuring a high quality of training of military specialists, maintaining the required level of preparedness of scientific and pedagogical workers, meeting the accreditation requirements for the staffing of the teaching staff of universities, modernizing the educational and material base of military educational institutions.
